James Blackburn Jnr. was born at Barnet, Herts, United Kingdom. He travelled to Tasmania in the barque Canada, and joined his father and mother in Hobart in Apr. 1842. He was the eldest of ten children who, with their parents, left Launceston for Melbourne on the Shamrock on 16 Apr. 1849. He subsequently worked as a civil engineer and surveyor mainly on railway works and for the Richmond and Melbourne city councils. From the description of Letter.
